What this is. Project 2025 is the Heritage Foundation's Mandate for Leadership: The Conservative Promise (2023) — ~900 pages, 30 chapters of proposals to restructure the federal government. This wing takes a curated set of its marquee promises, checks each against the actual federal record, and grades it on the scales the declassifiedbysean project uses.

Overlap is not causation. The administration publicly disavowed Project 2025.
